Open Letter, representing the position of the Bulgarian-Chinese Chamber of Commerce and Industry, regarding the Report of SEWRC

Open Letter
The Bulgarian-Chinese Chamber of Commerce and Industry as a public platform, combining economic, commercial and cultural interest of its numerous members – Chinese companies and organisations, is expressing its strong concern with the present letter, for the drastic change in the investment climate and Governmental policy in the so called area of “green energy”.
The report of the State Energy and Water Regulatory Commission and the proposal for new preferential prices of electrical energy, produced by renewable energy sources – wind and photovoltaic power plants, announced in it are the basis for strong concern and leads to definite economic unpredictability for the Chinese investors, which for several years are trying to adapt in our country, and at one point, when they have spent a significant funds and efforts, this drastic change occurs in the conditions for the development of business in Bulgaria.
We cannot hold back our discontent and disappointment from the political line of the Government and SEWRC as a regulator and moderator of the economic will of the governance, which creates an atmosphere of business intolerance and investment unpredictability for the Chinese companies, willing to develop their business in Bulgaria and who will possibly terminate their activities and look for responsibility for the economic damages that will occur as an result of that arising drastic change.
We are hoping that the Commission report, apart of mathematical calculation of the investment expenses introduced with it, is representing also financial litmus to test the investors’ intentions.
Dear Ladies and Gentlemen, we appeal that the SEWRC report for the period between July 2012 – June 2013, must be revised and must be consistent with the real economic indicators and the real investment costs for the development of the “green energy”, otherwise there will be only “former” Chinese investors, who have had intentions to construct factories for the manufacturing and bases for assembling of equipment and systems, and also to invest in our infrastructure and agriculture!
